Becky Whitley, Esq.
Policy Director
Becky leads the policy and advocacy efforts of the NH Children’s Behavioral Health Collaborative (CBHC), a system transformation project housed at New Futures. Using a deep knowledge of funding mechanisms, system barriers, and federal and state policy, Becky works with stakeholders to identify and implement policies to transform the way we care for youth with behavioral health challenges and their families.
Becky received a Bachelor of Business Administration (B.B.A.) from The George Washington University and a J.D. from Vermont Law School. After graduating from law school, Becky worked at the Disability Rights Center – NH (DRC) as a staff attorney, representing individuals navigating New Hampshire’s complicated service delivery system. During her time at DRC, Becky had a particular specialty and interest in children’s issues and Medicaid policy - working with children and families involved in multiple systems. She worked on issues such as access to appropriate medical, special education and other community-based services and developed a profound understanding of the programs and services available to New Hampshire children and families – as well as the significant system barriers and gaps. From 2015-2017, Becky transitioned from practicing law and worked with the Environmental Defense Fund as a consultant and organizer for Moms Clean Air Force. During this time, Becky worked with a diverse group of activists, stakeholders and elected officials to build public and political support for climate action and to highlight the impact of climate change on children’s health.
Becky was recently recognized with her CBHC colleague Dellie Champagne by the Parent Information Center and NH Family Voices for their family engagement work and as 2019 Citizens of the Year by the NH chapter of the National Association of Social Workers.

Dellie Champagne
Community Engagement Coordinator
Dellie is the Community Engagement Coordinator for the Children’s Behavioral Health Collaborative. Dellie’s work includes outreach and relationship building with the community, stakeholders, and partnering organizations. Her efforts help build a constituency of mental health advocates comprised primarily of children, youth and families. With their help, her aim is to strengthen the System Of Care for children in NH.
Dellie received her BA in Sociology and her M.Ed. in Secondary Education from the University of New Hampshire. Dellie’s passion for mental health awareness and advocacy comes mostly from her lived experience. Her son lives with Schizoaffective Disorder and Dellie has advocated tirelessly for his needs from the onset. Her experience in the system has lead to a deeper understanding of what is necessary to add and strengthen services so that children's mental health needs are being met when and where they need them. She serves on the Protection and Advocacy for Individuals with Mental Illness (PAIMI) Council for the Disability Rights Center (DRC) and is a member of the Board of Directors of the DRC and NFI North. She was awarded the 2017 Champions for Mental Health Award from Riverbend CMHC and the 2019 Citizen of the Year Award from NASW-NH with her colleague, Becky Whitley.
